Workplace first aid

Nigeria's Factories Act (Cap F1, LFN 2004) and Labour Act (Cap L1, LFN 2004) require a compliant, readily accessible first-aid box kept in charge of a designated trained person, with an additional box for every 150 workers, rather than a fixed trained-first-aider ratio. The person in charge of the box must be trained in first aid (Factories Act, ss. 47-48), though no syllabus, duration or delivery mode is prescribed by law.

The National Minimum Standard for Early Child Care Centres (ECCC, 2007), issued by NERDC/Federal Ministry of Education, lists first-aid materials and qualified staff among the minimum conditions, with staffing ratios for ages 0-3 of 1 teacher plus 1 helper per 20-25 children. It does not, however, spell out a mandatory first-aider certification or a renewal cycle.

Good Samaritan law

Nigeria has no dedicated Good Samaritan Act and no general duty to rescue under either the Criminal Code (southern states) or the Penal Code (northern states), both built on the common-law model where an omission is punishable only where a pre-existing legal duty exists. The National Health Act 2014 (s. 20) obliges health establishments — not bystanders — not to refuse emergency treatment, and Good Samaritan bills have been proposed but not enacted.

Healthcare professional recognition

Nurses and midwives are regulated by the Nursing and Midwifery Council of Nigeria (NMCN), which ties licence renewal to a Mandatory Continuing Professional Development Programme (MCPDP) requiring a certificate of attendance from approved providers. Up to three credit units (about 30 hours) can be earned through approved providers, and accredited resuscitation training can count toward these units.

Residential care settings

Nigeria has no single national residential-care statute setting a first-aid standard, so for home-based care, private care homes and caregiving agencies serving older or dependent adults the requirement is driven mainly by caregiving agencies and employers. They generally require caregivers and nursing assistants to hold first-aid and CPR training, met by a recognized, up-to-date certificate that is additional to occupational training and renewed periodically.

Foster families

Foster care in Nigeria sits within the Child Rights Act, 2003, which is domesticated and applied differently by each state, so approval, screening and any training are handled by state ministries of women affairs and social development rather than a single national standard. No provision names first aid on its own, but a current first-aid and CPR certificate from a recognized organization is commonly expected alongside the social welfare assessment.
